Ligaya was born on June 15, 1943, in Caloocan - Manila, Philippines to Seventh-day Adventist educators, Ligaya’s early years were shaped by a life of travel, faith, and community. She excelled in music from a young age, becoming proficient in piano thanks to her parents’ encouragement and her own dedication.
Ligaya’s academic journey took place at Philippine Union College, where she initially pursued biology with dreams of becoming a doctor. However, her aspirations led her abroad, and she accepted an opportunity to study nursing at North York Branson Hospital in Ontario, Canada. There, she thrived, earning respect and admiration from her peers and mentors and began her career as a registered nurse. That is where she met her first husband, Roger.

There they settled and had two children, Kara and Kenny. Kara unfortunately passed away from cancer at a very young age, and Ligaya's marriage sadly ended in divorce.
Ligaya dedicated over three decades to nursing in the United States. Her dedication to to patient care and her gentle spirit left a lasting impression on colleagues and patients alike.
After her first marriage ended, Ligaya met Bob Rowe at a singles retreat and married him shortly after. The couple eventually settled in Lacombe, Alberta, where Ligaya retired and enjoyed the peace and serenity of the area.
